If any of the packaging in question is marketed or exported as a product in its own right (i.e., as independent packaging, not for another product), it falls under Regulation coverage, thus due diligence requirements apply.
If the packaging, classified under HS code 4415, is used to “support, protect, or transport” another product, it falls outside Regulation scope.
Packaging material exclusively used to support, protect, or transport another marketed product isn’t a relevant product per Annex I of the Regulation, irrespective of its HS code classification.
User manuals accompanying shipments also fall under this exemption unless acquired as standalone items.
